Scientists run amok

I caught a brief clip once of a film or show that took place at a government sponsored think tank that had gone haywire. The scientists were using the facility and the funding to further their own personal agendas, but hiding it from the govt so they wouldn't lose their access.
Max Wright played a researcher that had developed a way to hijack the Nielson rating system so he could fool with shows' ratings and keep his favorite programs on-air.
The story (as much of it as I caught) seemed to be that a new researcher was being brought into the community and was horrified at all the respectable scientists acting like children. It seems to me that there may have been something darker to the plot, but I didn't get to see that much.
Does anyone know what this could have been? I've looked through Max's credits and the only thing that sounds remotely close is "Simon," but the plot outline was too vague to be sure. Let me know if anyone has seen Simon, or knows what film I"m talking about (not that I've given you much to go on
