Why cry about over incarceration?

Start crying that the black community is not receiving the proper education they deserve! Majority of the black community cannot read above the 7th grade level (google it). Sad that John legend is doing nothing to bring light on this issue. Solving over incarceration won't help anyone, solve lack of education will greatly help everyone.
