Are they really considered to be under-performing by the producers? Skyfall made $1B+ and the other Craig era has been the highest grossing of the series. Is it because of the cost to make and market them?

Maybe. I'd prefer 2 years, but 3 years is fine.
The Craig films have been stuck in the midst of some extracurricular financial issues among MGM and Sony and all that. I don't doubt Craig would have had a movie in 2010 had it not been for those issues. Skyfall probably would have also been 2011 if not for the 50th Anniversary being 2012.
And the reason SPECTRE was 2015 instead of 2014 is because they waited for Mendes to be available.
It's not that they can't make 'em every two years, it's that there's other things going on.

The producers see it as of late that the 3-year cycle is taking shape, although with these next two films, they've proposed filming back-to-back, since Craig is wanted for two more films, as is Christoph Waltz. So it might be a two-year cycle coming up.

Three years would be acceptable, as long as it's consistent.

They should stay in the zone and do them every two years.

the way i see it is this
while one every two years would be nice i think once every three years is the sweet spot as that helps to keep the quality higher as i don't know about everyone else but i would take quality over quantity, instead of quantity over quality.
so if they could keep the quality up to a certain level but get one every couple of years, then sure i would be all for it. but i think with 2 years it's kinda rushed which is why i feel 3 years is the sweet spot.
so in other words i looking forward to another Bond movie in 2018 and then in 2021 and then in 2024 and so on.
plus, like already mentioned there have been a lot of ideas done over the years. so naturally it's going to take more effort to get things right here since it's not as easy to come up with something decent or new as i figure it's pretty much about taking a idea that's already been done and doing it right then coming up with a original idea. plus, you got production budgets getting higher and higher as i would imagine back in the 1990's production budgets where not as bad as they are now where they went up quite a bit to get similar effect. plus, i am not sure how many people go to the theaters in general but assuming that stays roughly steady and while ticket prices have increased it seems the budgets increased quite a bit beyond that. so in other words it's not as easy to turn a fairly big profit like it used to. so years ago people could probably afford to take more risks since budgets where not as high. i am not a expert in this stuff but it's not hard to see what i said is probably something in the ball park of what happened.
But the Craig era has been a lot more sporadic.
Yeah, but in my mind if your basing quality of movies along with time between movie releases i feel it was easily worth it as Quantum of Solace seems to be generally considered the worst of the Craig era (it's also easily the weakest from the Craig era in my mind to) and that was a two year thing where as the rest are three years minimum and it showed.
but speaking of the early days all the way up to current the current era of Bond i would say after the Connery Bond era the bond movies as a whole took a solid hit up until the brief luck with Licence to Kill and then has to wait all the way to the current times with Craig. i used to think the Brosnan movies were solid but they have since taken a hit.
so while i like 14 out of the 25 Bond movies the only ones that stand out from the pack for me are
                1.Skyfall (2012) - 8.5-9/10
                2.Casino Royale (2006)
                3.Licence to Kill (1989) - 8/10
                4.Goldfinger (1964) - 7.5-8/10
                5.Spectre (2015)
                6.From Russia with Love (1963) - 7-7.5/10
                7.Dr. No (1962) - 7/10
so given that info you can see why i said what i said above about after the Connery era the Bond series was kinda scraping by with some mild likes but plenty of misses.
p.s. those Bond movies i listed are within my Top 211 movies in general as there is only 211 movie i gave a 7 or higher out of the 2,000+ total movies i have seen. i still like 6/10 range movies and do re-watch them here and there but 7's and higher stand out from the pack. so as you can see given this info there is an additional seven Bond movies past the ones i listed above that i still mildly like and do re-watch here and there.

I think someday there will be two years between Bond movie releases again.
