          The truth is he and the narcos were incredibly powerful and the Colombian authorities were terrified of him. They thought that this way they could at least contain him.

                From the story plot, the Columbian government was so intimidated by Escobar's power and influence as a drug lord and international terrorist. Their solution to the problem was giving into Escobar's demands.
                They really didn't have the man power to carry out a successful apprehension, so they were forced to negotiate with Escobar. Escobar had to pay for his crimes because those crimes were so heinous and had international effects with the US government, so under pressure from the US president, the Colombian government had to apprehend Escobar so they wouldn't look like a country that protects terrorist.
