Correct! St. Paul is the capital of the U.S. state of Minnesota and the county seat of Ramsey County. It is situated on high bluffs overlooking a bend in the Mississippi River.

        Minnesota
was going to be my first guess and I typed it in and then changed to
        Missouri
        . I thought
        St
        .
        Paul
was too far west to be it, then after
        Missouri
        was a
        the states other than
        Minnesota
were too far east (or west or south in the case of
        Texas
) to be it. I was doing them MENTALLY in my mind.
        Does the
        Mississippi River
        curve westward to get near
        St
        .

          Pretty much:
          https://www.nationsonline.org/oneworld/map/USA/minnesota_map.htm
*BTW, the headwaters of the Mississippi River are in Minnesota as well: Lake Itasca, in north central Minnesota.

Yep. St Paul. The Twin Cities has turned into a real dump, too.

                Minneapolis
                IS where "
                Funky Town
                " was recorded.

This was an easy one. I'm surprised that someone guessed Missouri, since Jefferson City is midway between St. Louis and Kansas City.
Years ago I corrected a Wikipedia article on New Orleans that claimed it was the only city on both sides of the Mississippi. Both Minneapolis and St. Paul straddle the river, not so mighty up there.

Some interesting trivia about the Mississippi: Since 1923 the FCC has used the Mississippi River as the geographical dividing line for radio/TV broadcast call-signs. Stations to the east of the river have call-signs beginning with "W," and those to the west of the river have theirs starting with "K."

And Louisiana and Minnesota, being on both sides have a mix of the two. Sometimes, the distribution doesn't make sense geographically. Are KDKA and KYW still in Pennsylvania?

Apparently so, though I never knew of them 'til now.
                        From Wiki:
KDKA-TV's transmitter is located in [Pittsburgh's] Perry North neighborhood. KDKA-TV, along with sister station KYW-TV in Philadelphia, are the only CBS-affiliated stations east of the Mississippi River with "K" call signs.
