"Personal Best" is the best movie with a lesbian relationship I have ever seen. There is nudity and some sex in it.
I haven't seen it, but "High Art" is supposed to pretty good. Ally Sheedy got a couple major critics awards for her performance.
"Desert Heart" is another one that got some really good reviews.
Two of them were made in the 80s and "High Art" was made in 1998. Hopefully that would not be a deterrent for you. And I think they are available for viewing here.
Edit: Now that I think about it, "Daughters of Darkness" is probably my favorite movie with two main lesbian characters. But it's an elegant horror film and might not be what you are looking for. Also, the film was made in 1971. But I think it's a fantastic movie.

I love
Desert Hearts
. One of my favorite Lez themed films and excellent performances.
I haven't seen
Personal Best
for yonks. I was surprised when I first saw it how ballsy it was. I didn't even know it was about Lesbians and I only went because there wasn't much else on to see and that it was R16 and I wasn't old enough….
PB also had the best of both worlds with nudity and wasn't afraid to offend.
I've always been fond of
The Killing Of Sister George - 68'
. A bit of trimming and the film could have been better for it too.
I didn't like
High Art
. I saw it at a film festival when first released.

The floodgates opened as soon as the rating system went into effect.
The Fox
(1967) had some bold nude scenes in it for a film of that time period along with a lengthy maturation scene
There were many sexploitation films made in the 60s that often included lesbian scenes
Way too many to list…here are some examples -
Are you okay? -

I thought "The Killing of Sister George" was offbeat and interesting.
I haven't seen "The Fox". I cannot picture Sandy Dennis being sexual in any way, though she was a very good actress.

The Children's Hour (1961) AudHep (Audrey Hepburn) & Shirley MacLaine. Taken from Lillian Hellman's stage play I believe.
You may find that stage plays usually preceded movies in broaching daring topics.
BTW, I sorta disagree that in the '30s there were no more than hints. Have you explored pre-code films? Have you explored 1920s avante-garde cinema?
