This comment might deserve a thread of its' own, but I'll post it in the context of your question to give you a good tip:
After watching
Les Yeux Sans Visage
last night, I was struck by the similarity in spirit and visual imagery between this film and Alejandro Jodorowsky's
Santa Sangre
.
Don't get me wrong, Jodorowsky's film stands on its' own as a great work of art, yet both films seem to be cut from a similar cloth. Check it out, both films:- Are pure
Cinema Fantastique
. - Are about innocent souls caught in a prison NOT of their making, but of a controlling, insane parent.
- Have serial killings of female victims only, executed by a male/female partnership.
- Are driven by guilt focused on a grotesque deformity in a character central to the story.
- Include a young woman made up into something that resembles a harlequin doll, one in a mask, the other with makeup.
- Depict a flying white dove as symbol of liberation of sorts.
- Emphasize a circus-like soundtrack to unsettling effect.

Well, Franju's own 'Judex' has just been released by Masters of Cinema on dvd (reg2). It has very similar visuals/style. If you like Eyes Without A Face, I'd recommend it!

Peeping Tom
and
Carnival of Souls
were definitely good calls. They have a similar tone to this one, even if they don't necessarily have similar plots. Movies with similar plots aren't necessarily gonna fill the bill, because movies with plots like this are usually just crappy exploitation films. I love crappy exploitation films, don't get me wrong, but any movie that could be called similar to this one would have to be supremely well-crafted and atmospheric and really get under your skin. (NPI, I promise.)
It is 5 AM, and you are listening to Los Angeles. -

.Franju's prior film to this, "Head Against the Wall" ( 1959 ), is worth seeking out. Grey market copies can be found online. Pierre Brasseur is on hand again as a doctor, here as a director of a mental institution. Charles Aznavour is unforgettable as one of the inmates.

as one of those general, inaccurate and probably offensive to hardcore fans analogies (or whatever) i say that this film is like the french Psycho.
Very different but some similar vibes
and balance of atmospheric disturbingness and visual horror -

Blood and Roses (1960) is another French horror film released on the same year, with a simillar melancholic, dreamy tone and its slightly better than "Eyes Without a Face". Both films are in my top 10, btw.
The theater is like a faithful wife. The film is the great adventure, the costly, exacting mistress -

You asked about similar films, and this one came to my mind several times while watching "Eyes Without A Face": 1976's "Mansion Of The Doomed." The film is about a young woman who's lost her sight, and her doctor-father's attempts to restore her vision. I would say it's a mediocre film, but there are several similarities to this one.

there is another mediocre if not sub-mediocre film that doesn't have the same exact plot but it involves being alive, imprisoned and not knowing what the hell is going to happen to you next. It was called "boxing helena" with Julian Sands and Sherilyn Finn. She has left him for another guy so being a surgeon he tricks her into coming out to his house and then he proceeds to remove her arms and legs in 4 separate operations so she can never escape his home. he puts her in a makeshift box so she can stay upright. creepy but the film on a whole was a real stinker. Peeping Tom has my vote for being slightly better or slightly worse than "Eyes Without a Face".
