Was it possible to have 2 different voice contracts back then? My aunt actually works for Disney and Universal Orlando. But I'm talking back in the 60s, what were contracts like? I wonder how Blanc got the voice for Barney?

Warners only had Mel exclusive thru very early 1960s for theatricals, not anything else like TV or childrens records. Mel's also in the then current UPA Dick Tracy and Mr.Magoo cartoons of the era,too, also TV.

So even though Mel was still doing Looney Toon voices through 1965 and beyond, he wasn't exclusively with Warner anymore? Just realized he did Mr. Spacely's voice too. The Jetsons was also HB

Yep, and along with a lot more from then on. Never assume contracts are universal. Anyone can be the exception to the rule you assumed was in play.
Blanc was only ever restricted work during that Warners contract. When it expired he worked in different companies concurrently.

Blanc worked with Jones/MGM,. DFE (for both WB in the generally miserable Speedy/Daffy) and UPA n 1960 during Season one of the Flintstones (he's at least ONE of the pets Mr.Magoo's cartoons focused on, either the cat, hamster, or dog, all with William Shakespeare-inflected names), not just Magoo but Dick Tracy.
