Is the Mexican Army Dense or is Gun Running just that complicated?

So the Baxters sell guns from Mexico to indians in America. But the Mexican Army goes to the border to buy guns from the US Army.
They stayed in the town overnight. Why didn't they just buy from the Baxters? It would have been much less head ache (or backache in the case of that guy who was shot going over the hill twice.) -

The Baxters had to pay for the guns they sell. Of course, they sell for a higher price in order to make a profit.
The US army tried to sell government-issued guns, i.e. they got them for free. Most probably the army was considerably cheaper than the Baxter offer.
