The scene right near the end where he's growling like a dog and trying to chew at their ankles always gets me
Lom did The Phantom of the Opera as well, so perhaps he used that as influence for his madness? I can't remember the title, but I know one of the Panther films has him planning to destroy everything whilst playing an organ and laughing maniacally.
"If you should need me, tap this staff three times on a wall."
      "Magic?"
      "No, it's just loud."

My favorite moment is near the end of 'Return of' where he shoots at Clouseau, misses and hits the Lugash colonel, and then loses it, firing away in a wild-eyed delirium!

Don't you mean his descent into madness?
            There's nothing decent about it.
            Although it is hilarious.

The things I always remember about Dreyfus is how he always manages to self harm (even if accidental). I know in the one film, he shoots himself in the face when cleaning a gun.
