Yes, it is just slapstick comedy. It is actually very funny"KATO NOT NOW!" The little guy sneaking up on Clousseu and then Clousseu putting him in a headlock as the phone ringsKato answers it in the headlock.."Clousseu's residence"..It's funny physical humor!

How can you criticise Cato's character? As another poster said, it's slapstick stuff. Certainly not violent by any means especially in this day and age.
Cato is as much a part of the Clouseau movies as Clouseau himself. The fact that Clouseau is so full of his own self importance, that he's ordered his Chinese man servant to pose as a would be assassin and to attack him wherever and whenever he can, (to hone his defence skills for the day when a real assassin would possibly attack him).
The inclusion of Cato is a great touch, especially the scenes where he jumps out of the refridgerator and he saws through the ceiling of the room below. -

Kato stole the movie! Slapstick or not, I laughed OUT LOUD (and I was watching this movie alone) when he attacked him in the shower! LOL!
Sorry to disagree with whoever doesn't think he's funny, but I thought he was HILARIOUS!
(I like too, the way Kato was featured a lot more in the later "Pink Panther" movies.)
