It's been quite a while since I watched it but I am thinking that the miners were not a part of Starfleet in terms of authority. Kind of like Ben Childress who Kirk could not expressly order to give Kirk (Di)lithium Crystals. Kirk probably filed a complaint with Starfleet who passed that along to the Federation all the way up to the Federation Council. I would imagine that Kirk and security got little satisfaction as mining operations on Janus VI were no doubt deemed vital to Federation interests making the miners untouchable. Similar to today's US Navy when on shore leave in a country vital to US interests that any non-felonious incidents are probably settles in favor of the citizen of the country where the shore leave took place. Maybe not the best explanation but it is what I have.

The head redshirt was promoted all the way to commodore in exchange for not making a big stink.

Au contraire. Yoda was from a long time ago in a galaxy far, far away.

Maybe THAT'S what Rojan's people look like! They're all Yodas! And they only THINK they're big, because they are much larger than the other life forms around them.
                  Yeah, that's the ticket!

The bigger concern I had is in By Any Other Name, where Rojan kills the yeoman, yet everyone is all smiles at the end. No biggee, I guess.

She was just a Yeoman afterall.
Nomad annihilated 4 billion people, the whole population of a solar system, and Kirk and Bones just laughed on the Nomad caper at the end of the episode.

At least at the end of the greatest Strek episode, Turnabout Intruder, they get all somber when Lester can't get ahead because she is a woman.

I wonder, if Star Trek would've been a WWII era show:
Kirk and Bones are walking among the remnants of the liberated Auschwitz-Birkenau camp.
"So, Jim, it seems the Nazis systematically murdered 11 million people, including 1.5 million children."
"I wish Hitler would've remained a painter. In that case, he would've only murdered art critics and people with a good taste."
                          Everyone bursts out laughing.

Chris, why are you so enamored with "Turnabut Intruder"? IMHO, it's one of the biggest turkeys in third season.

It's intriguing for me as well. If I'd end up stuck in a female body, I'd touch myself whole day long. But I wouldn't stay there for more than 28 days if you know what I mean.
