Dr. Hill was not part of any witch/devil plot.
What he was guilty of was allowing a terrified and possibly mentally unstable woman back into the custody of a man she risked her life to run away fromher husband. -

part of the coven, because it shows how perfectly Machiavellian they are. They're so powerful that nobody suspects them. They know just how crazy you would sound if you told the truth to an outsider -

I thought he says in his call we need more blood for sacro.. Sugar. Because they need her blood in thier magic to make devil baby. He might be saying sample not sacro.. Because he detected an animolie. If he did, why didn't he follow up with it. Or maybe sthe sample was to make sure the baby was devilbaby. Either way the stammer slip in the call tells me hill was in on it

He found an abnormality in her blood and wanted to follow up, but not alarm her needlessly. Since Guy lied to him and said they were leaving town, he just figured someone else would follow up.
When she came back, nine months pregnant and ranting, he just figured it was hormones, especially since she accused a well respected colleague.
