In the Trivia section I believe it is stated tat all the all the air traffic controllers are actual air traffic controllers.
If Morgan Freeman had been in this movie it would have been pointed out once his career took off.

But if they were "real air traffic controllers", would they be acting in dozens of other films? Perhaps there were a couple actors and instead of extras, the balance were true controllers.

Bob Balaban looks more like Dreyfuss in Jaws than that guy looks like Freeman.
And, there's a guy later in the film that looks and sounds just like Carl Weathers - primarily because it is him.
