Bounty Hunter Deal:
Vader had hired Fett to track and capture Luke Skywalker, and as part of that deal, Fett was also tasked with delivering Han Solo (who was part of the rebellion) to Jabba the Hutt.
Double-Dipping the Bounty:
Fett was already tracking Han and had a deal with Jabba for a bounty on Han alive, so Vader agreed to allow Fett to deliver Han to Jabba, effectively allowing Fett to "double-dip" on the bounty.
Carbonite Freezing Test:
Vader used Han as a test subject for the carbonite freezing process, which he was planning to use on Luke.
Compensation for Fett:
Vader ensured Fett would be compensated even if Han didn't survive the freezing, demonstrating his willingness to pay for services rendered, which is important for building a reputation as a reliable employer of mercenaries.
Vader's Goal:
Vader's goal was to lure Luke to Cloud City by using the threat of harm to his friends, including Han, Leia, and Chewbacca.
