First of all, it's clearly just Peter Fonda, no costume or makeup, just Peter Fonda, here the ringleader of a terror organization. Second, he tells Bert Convy that he wants his ass. Like, in response to 'what do you want?', he says 'your ass'. That's weird. Third, Peter Fonda really seems to enjoy getting the hell beat out of him by Jackie Chan.

He (and his gang) are a nod to
The Wild Angels
, a movie Fonda starred in, about outlaw bikers. It's hard to "get" his cameo without having seen that movie, I guess.
