Like they expect the SS to be everywhere at once and to be watching every square inch of a wide and big open space like that.
I think too much perfection is being demanded here and not recognizing the SS are only human and they were limited with resources or manpower that day.

Police spotted him hours before and didn't do anything to stop him.
The ladder was put there so the shooter could easily climb to the rooftop.
Lose security and secret service agents sent there weren't real agents. They were not people who knew how to handle the situation. This is more than obvious it was setup and deliberate.
Whistleblowers have come forward, saying there weren't real secret service agents sent there.
