Just because he cut loose and fired towards the Colonel doesn't mean he would hit him, or anywhere near him. Those large caliber weapons are hard to fire accurately in the first place, and it wasn't like he had a lot of experience - unlike the National Guard troops who riddle everybody in that room with bullets.
I would have been more surprised if he HAD hit anybody. -

Flak vests can stop bullets, just not all rounds and it also depends on the distance the round has traveled. We see Kirby drop, but I don't see blood on him when he enters the building. Here's a thought - his body armor stopped the round, but the hit still had enough kinetic energy to knock him down. That's very realistic. Even with body armor, hits HURT. It's like getting kicked in the chest.

Agreed. However, to the layperson, a flak vest and body armor are the same thing.
Nobody wears flak vests anymore, if they can help it. Everybody wants body armor, to the point where some troops buy it on their own. However, a flak vest is better than nothing and may well take enough velocity off the round that it won't injure you near as bad.
A quick point: Not all rounds are capable of piercing flak vests. The problem is that many have now switched to rounds that can. Those rounds are common enough that body armor is preferred. -

Col. Kirby wasn't even wearing a flak vest/body armour, he just had his green shirt on! I think this is a huge goof, the only explanation I can think of is that the round hit one of the metal railings on the gate and didn't actually hit Kirby. But in real life a bullet to the upper part of the chest would seriously wound him, if not kill him, he wouldn't be running around after that.

The commander does go down but he must not have been hit. He remains in many of the scenes and seems unharmed. Shawn's attempt to fire the rifle was poor as well, anyone with any real training with a rifle (not even on the military level) would not have fired that way. It was really sloppy.

Ok, that post made me laugh but what about Robocop? He took those bullets from Murphy's gun pretty well. And he even grew longer arms when he fell out the OCP tower's window. Haha. -

There's a simple explanation for thisthis movie was just very poorly written and directed.
There's a lot of things going on in this movie that I couldn't get: Such as:
Why would Bache take a gun to a high school dance? Unlike law enforcement officers, military servicemen are not required to carry guns at all times and why would he decide to do so at an event such as this?
At that same high school dance. a brawl between the cadets and the townies takes place and Bache and the other adults attempt to break it up. A young townie takes Bache's gun out of the gun holster and inadvertently shots and kills another young townie. Even though it was obvious that the townie did this, and others, particularly the cadets, bore witness to it, how could Bache been charged with the shooting? How could Bache himself feel guilt about the fatal shooting, when he had to have known full well that he didn't fire the gun and that it was taken away from him?
When has the federal government ever supplied a military school, especially a school consisting of minors, with an extensive arsenal of ammunition and firearms?- Why would a governor order the National Guard to bombard a school ground filled with children? How could they be "homegrown terrorists" as Kirby called them if they were restricted to the campus and obviously couldn't leave?
- Being that the cadets were shut of from food and water, why would a governor even order military force and risk killing children when all he would have had to do was wait for them to eventually succumb to thirst and starvation?
- Wouldn't it have been strangely ironic for Kirby (Nat'l Guard Colonel) to have ordered a military takeover of the campus after the little boy (Charlie) was shot to death?
