Jenny Summers said she would be waiting tables if it weren't for Victor Maitland. It isn't clear what kind of neighborhood Axel, Mikey, and Jenny were from but anyone can move away and live an upscale life.

Easy. Not only was it mentioned that they grew up together, she said she was waiting tables when she met Victor so he obviouly gave her a job at his gallery.
It's also obvious she was given her job because she's white, blond and attractive. She grew up in the hood in Detroit with Axel and Mikie and was given a good job based on her whiteness and looks.
I have witnessed first hand white women (one a nanny, the other worked in a bar previously) get hired off the street into high-paying managerial positions in fields they have no education, background or experience to manage black staffers who have been in their fields or with their companies for years with college education, yet weren't even offered these positions. This white women were put in their positions with no clue how to do the job, and expected the more skilled black workers to make them look good and help them hide the fact that they did not know how to do your jobs.
Simply put, it's called white privilege. It is not at all uncommon for a white woman from a non-wealthy background to be handed opportunities to work a good job and live a glamorous life. White people hand other white people great jobs all the time. It's quite common. -

It has everything to do with the question asked. It's not impossible for Jenny and Axel to know each other.
The OP assumed that because Foley is black from Detroit and Jenny is an attractive blonde working in an art gallery that they couldn't possibly know each when it's clearly stated in the movie that they grew up together.
In the real world, white people (especially attractive white women) from "unsavory" backgrounds with no experience are handed great opportunities and high paying jobs based on who they all the time. This is proven fact. So it's not at all far-fetched that they would know each other and grew up together.
