I completely agree. This movie contains an extremely likeable and personable Eddie Murphy, some good action, a passable bad guy, and a sufficient action/comedy plot.
I just don't get the complaints.
This is supposed to be a fun, light-hearted movie, and it succeeds in all accounts.
Questions for the complainers:
Did you expect a serious drama about the turmoils of cop-life in downtrodden 80s Detroit?
Did you expect some kind of complicated plot twist like The Usual Suspects?
Did you expect Oscar-quality acting?
What, exactly, were you expecting when you rented a movie called Beverly Hills Cop starring comedian Eddie Murphy? -

The OP is hugely wrong. This movie is hugely UNDERRATED, in my opinion. When you think about it, Eddie Murphy created the modern action hero. There was never a character in action movies who wisecracked and taunted the villain like he does here before this movie. It predates Die Hard and Lethal Weapon and all the other action films that have come after it. Eddie invented an original movie hero and it has been copied so many times that we forget he started it. The gritty look of an urban action film and the quick-witted comedy came together in this film in a way never seen before. I love this film. It still makes me laugh: "Grey hair, very dark complexion, Capricorn. Victor."

At it's core it's a bad movie but made a classic through Murphy's classic improv style and a few other comedic relief moments.
Is that possible?
It would appear so. Brilliant movie IMO. Much better now than when I was a kid.
9/10 for me.

Agreed. I hadn't seen this since I was a kid, I loved the Beverly Hills series then, but when I saw it I really disappointed.
