You're right!!! Looks like a man with a wig, and with big calf muscles too. LOL.
You can see the same Freddy stunt mask is used here as during the shower scene. I actually find it odd that they used doubled for this shot, as many actors have done far dangerous stunts, including Robert Englund. -

I always notice this stunt double scene.
if you've ever seen Scary Movie, her double reminds me of the gym coach in that. lol
