I think it's a nostalgia thing Cobra came out when Sly was on top - around the time of Rambo II, Rocky IV, whereas The Specialist was just before his mid-90s slump and people weren't looking for that kinda thing
In hindsight, The Specialist was probably the better film over-all, but Cobra was Stallone's answer to Arnie's 'Commando' - a dumb, fun 80s action flick.

"Cobra" was incredibly cheesy but is still very entertaining all these years later. It had it all: a hot damsel in distress, extreme violence, awesome car chase scenes, and Sly at his bad-ass best. Crime was the disease, Cobra was the cure!

Oh and I forgot about Sly's cringe-inducing shower scene with Sharon Stone I'm sure it was fun for him though!

As long as you aren't looking for Oscar worthy stuff, you kind of know what you're getting with Stallone. The Specialist won't win any awards but I enjoyed it.

I like both but I'm honest enough to admit that neither is a gem. Cobra is one of those over-the-top cheesy action flicks. They're a guilty pleasure that you watch over and over (like Bloodsport or Kickboxer).
I thought The Specialist was pretty good. James Woods was the one who made it so enjoyable.

The Specialist was just overdone and not terribly self-aware of its terribleness. Cobra knows what kind of movie it is (like most Cannon fare) and plays it up.
Also, Bridgitte Nielsen > Sharon Stone.

                      The Specialist?
Because Marion Cobretti says it's okay.

Because, in Cobra Stallone kicks ass, and shoots every bad guy in town in a fun B movie way. In The Specialist, all he does is plant bombs and run. The only ask kicking scene was the pointless beating up of random central casting thugs on the bus for an old lady. A scene that was completely out of place, basically because they shot it in reshoots when they realized James Woods stole the entire movie. The Specialist suffered from trying to be something other than a typical Stallone actioner, which is what the fans wanted. That's why it was a bomb. He had just come off of two winners, Cliffhanger and Demolition Man, back to back hits and awesome action movies, and then does The Specialist where he does mostly nothing heroic for two hours. Stallone had plenty left in the tank, he just chose horrible vehicles in the mid 90's.
