        I think the balloons have a simpler explanation. They keep their victims fresh. It also kills the people inside of them due to lack of oxygen (limited amount of time to break them out). That's why you don't see the balloons move around when Debbie is poked out of hers.

          Just because you don't see the balloons moving, don't mean that the girls ain't moving around inside them. You can see them pounding on the balloons including Debbie if you look close enough in some of them, but it's not easy to see them.
          Maybe most of the balloons are not that very elastic, which could be why you don't see the balloons moving around, but if you watch the red balloon. You can see a girl moving around inside, you can even see her stretch her balloon just a little.
          Also i like to believe that it's not there intention to let them die inside there balloons, at least not all of them! I think the balloons that are attach to the metal tubes will provide the oxygen they need once they take off for outer space.
