Why should the 1985 Doc (who is stuck in 1885) need to look at a picture of his tombstone with his death date and the "matter of $80"? He already should KNOW this because his former self, 1955 Doc, already knew this after he and Marty discovered the tombstone in 1955, so this memory should have automatically transferred itself to 1985 Doc.
And notice 1985 Doc also says "Now I wish I'd paid him off" well he should have already KNOWN this was going to happen, so why didn't he just pay Buford off to begin with and avoid all this before Marty even arrived? Better yet, why didn't 1955 Doc just let Marty travel directly back to his own time of 1985, and say "It's okay Marty, I will just make sure I remember about this Buford Tannen problem, and avoid it at all costs when I get to 1885".
That's putting it mildly, OO7

Well, if you really wanna get into it If Doc was committed in 1985b then he never got to invent the time machine, old biff couldn't have given his younger self the almanac and BOOOOOOM hope it was restricted merely to our own galaxy!

Not everything that has happened in the past is immediately known to everyone who exists after that date - hence the requirement for learning.
Similarly, for the purposes of this trilogy, the occupants of 1985 may travel back in time and events may change. They will not know about these changes until they become aware of them in some way.

The timelines hadn't caught up with them yet.
It's like a fail safe device or A Windows pop up saying "Are you sure you want to do this?"
Had they say around long enough ignoring it, Doc would either start to remember or fade out as an alternate Doc took over. -

this memory should have automatically transferred itself to 1985 Doc.
Firstly, the 1985 Doc who travels to 1885 from 1955 in BTTF2 is
Lone Pine Doc
.
Twin Pines Doc
is presumed dead and is replaced by
Lone Pine Doc
when Marty returns to 1985a. This Doc is for all intents and purposes, the same Doc (except alive and wearing Kevlar) that
Twin Pines Marty
left in the original timeline. Neither of these Docs had been to 1885 at the point where Marty returns to 1985, so neither Doc would have any memory of having been there, and the same goes for 1955 Doc.
As someone else mentioned, the person time traveling would retain memories of having done so, only
after
the displacement event occurs.
All of the Docs that we see prior to Marty's arrival in 1885 have not yet traveled to 1885.
Lone Pine Doc
does travel there but we only see him again in 1885, after Marty's arrival. If Doc had memories of being to 1885 already in 1955, that means that
Twin Pines Marty
should also have memories of his entire time travel experience from the beginning of BTTF, which we know he does not.

Anytime anyone wishes to start a thread with I don't think this has been discussed yet" just stop, the movie came out 26 years, 3 months and 15 days ago
Every single possible way to discuss this film has been done, and most of it by me before any of you were ever discussing it on this site.
This one has been brought up countless times ( well over a dozen when I was a regular, alone) and likely a dozen more since I stopped about a decade ago.
This is not a plot hole.
