In the grand scheme of things a Colonel in not a very high rank. I don't see how COL Jessup's has to go all the way up to the White House to find a female that out-ranks him.
They may not be his direct bosses (or as cute as LCDR Galloway) but I'm sure there are some.

I believe there have only been 8 female Brigadier Generalsand most likely none when this movie was made in 1992.

I don't believe there were any in active service in 1992.
