Yes, they are related. One is a sociopathic career criminal w/ a history of armed robbery. Loyal unto death to protect those he cares about. The other is a neurotic whiner, worried about losing his wife. Kinda hard to see the resemblance. However, Tarantino has stated that they are related.

Jimmy is a career criminal too though, so there's that connection. Jules calls him his 'partner in Toluca Lake'. We just don't know exactly what his business is in relation to hitmen, robbers, etc. since it's his time off apparently.
