When Rago wants to confront the drill sergeant with the files regarding the truth about Pvt. Brian Davis' father's demise in Vietnam, he stands in the pouring rain shielding his head with the original files. Now that's plain stupid. These papers being so important, why does he risk ruining them in order to protect his almost bald head from the rain?

The paper was most likely wax paper, therefore no risk.
