In his film Will Randell changes at different phases of the moon, crescent moon and quarter moon, at the end he becomes a full blown wolf.
In most werewolf films it's always the full moon, in The Howling they change at will, the original Wolf Man made no mention of changing at a full moon only in sequels.

Bad Moon mentioned that a werewolf can change at any moon like this film but only showed the full moon.

Once he gets to the full moon the curse will run it's course and fully a wolf.
