"How did they know where he would go everytime and make movies of him about recent happenings."
To my understanding, since he was "programmed", they most likely were tracking him with GPS or had people following him constantly to know where he was headed.
"Why was it always raining. and last what was the thing about people always dropping dishes?"
It was a way to spook the viewer without any meaning; to keep the viewer on edge.

The dropping dishes thing seems to have started in the pilot, which was directed by Tobe Hooper, so it may have been his idea.

I always thought that the dropping of the dishes was a trigger for a hypnotic suggestion he was given. I noticed it the very first time I watched the pilot and thought that timing of it along with his wife's disappearance was a major clue that things weren't exactly what he thought they were.
