I remember when Tombstone made it's network TV debut. Billy Bob Thornton was mentioned prominently in the TV ads, and a short clip of him carrying a shotgun was shown in the commercial.
The same thing happens with the DVD cover for Campfire Tales. I wonder if it was updated for a later release after the actors became more famous. -

It's sad but I think it's just so ppl will buy the movie. I have a tendency to do that tooI'll see a movie with someone on the cover then come to realise they have a two min part. It's all about the money

As has been suggested so far in the thread, this is a fairly common tactic in repackaging movies once small players become famous. When this was made, NONE of the cast was well-known (maybe Livingston from 'Swingers' had the biggest hit). But by the time it's repackaged for DVD, Smart and Marsden are the 'names' in it, even though they only get a little time onscreen. However, the good folks selling the DVDs want to make some dough, naturally, and know the rubes fall for the name on the cover, so there you go!
A classic example of this from my own collection is 'Alice Sweet Alice.' Brooke Shields is in it, but gets offed in the first 15 minutes or so of the film. Now, this was not a 'Scream'-type tactic: get a big star and kill them in the opening scene. It's just nobody would care who she was, just that she was the pretty daughter. Anyway, EVERY version of the film for home release has only Shields' name on the cover! Why? Cuz the shills will buy it for some vintage Brooke.
That's the way the cookie crumbles, when you're trying to sell flicks nobody wants to see.

I recall seeing this when it came out, and to the best of my recollection, this line-up was the original visual for the movie poster, too. I was actually shocked to find (back then) they only had so much screen time, and at the time I know James Marsden was not as well known Jay R. Ferguson, whom had roles in The Outsiders (tv) and Evening Shade (tv) among other things. I do belive they simply got the original poster and the subsequent dvd cover based simply on their "mainstream" physical appeal and (surprisingly) not their name appeal. Of course, now they get both.
