The person listed for playing the stunning Josephina (sister of the designer the funeral was held for) looked and sounded like a woman (a gorgeous woman) and was referred to by the "girls" as Javier's sister is the man Shannon Williams.
Is this a mistake or is he just an EXTREMELY convincing female impersonator? I am guessing the former. -

I actually think that it's accurate. Shannon Williams played the character Toot in
Once Were Warriors (1994)
. I've seen the film, and he's quite short (and at the time some years younger, of course) but with a slim physique, who could well play a woman. Here's a picture of him

Yes, they certainly did an amazing job with the make-up, but even as a she, she's quite flat-chested. Makes me think of Alicia Vikander who hasn't the biggest of breasts, but they pulled them up quite good in A Royal Affair.
The picture is from a short video on Youtube, where there's no speech, but as far as I recall, she was speaking with a heavy accent. But I agree, it's most likely a voice over.
