Disposing of Chloe / Cruella's probation

Is it just me or is it strange that Cruella just didn't have Chloe killed out right instead of leaving her locked up in the secret room. It could be ages before she would starve to death or have her killed when she came back from Paris. Ah guess we'll never really know.
Cruella was better off waiting until after her probation was completed I mean she only had a week or two before her 500 hours were up but we know Cruella runs on very little patience and won't wait but it might have saved her from going straight to prison again - this time probably for life.
Not too mention i'd like to see a bit of a bitch fight between Cruella and the other in mates at the end as she was their spiritual guidance in the first place when she was Ella.
