After all the overblown and over the top nonsense gadgets, one would think that Bond and Jynx would have something other than a simple fence wire cutter in dealing with that fence in North Koreasmh

Not really, since they had a limited time to get to Gustav before he took off, and the mission was to snipe him out. It was only when the shot couldn't be made that they went to plan B. I'm sure wire cutters were standard equipment on those military uniforms they were using.
