I am watching the episode BLACK RUN,it was made in 2005 but the story setting is 1997.
Now I recall in 1991 mobile phones were huge and a couple of years later they were a lot smaller.
I can't recall when the use of mobile phones by ordinary people really became popular.
One of the characters in the episode says she took a call on a mobile phone in 1997.
I think it is hard for younger people to believe that we did not always have mobile phones and the internet.

I had my first mobile around 96/97. They wouldn't have been mainstream but had been around and reasonably popular for 2-3 years before that.
One2One was one of the first providers and started in 1993, Vodafone started much earlier and had 5 million customers by 1999, so it would be reasonable to assume that mobile phone were reasonably common in 1997.

I'm in the US, so this might not help, but: I got my 1st cell phone c. 2001, and I'm always behind the curve.
In 1997 and 1998, I worked for a doctor at an internationally known facility who thought he was a Big Important Guy; at that time, he had a car phone but no cell, and I'm sure he'd have gotten a cell at his earliest opportunity.
