Would Samara Come Out of a Cell Phone?

"The Ring" was released in 2002, when VHS tapes were still sold and available at Blockbuster but were quickly being pushed out by DVDs. YouTube was founded three years later.
If Samara just "wants to be heard," I'm guessing she'd post her video on YouTube. I'm guessing emailing it to someone would be the equivalent of showing the original VHS tape to someone else. Since emailing it requires little effort, maybe few people would die if they knew they just had to share the video with someone else. Samara could get the wide audience she craves. (Then what?)
For those too lazy or stupid to share the video, would Samara come out of a cell phone or an iPad to kill her victim? -

i always wondered what would happen to people who saw the tape, but then got rid of any TV screen whatsoever and stay clear from tv screens for 7 days. Samara can only come through a screen right? What if there is no screen?

Since we're dealing with something supernatural, I'm guessing Samara would find a way. From what I remember, most of the victims didn't know they had to make a copy or that they would be killed by a spirit that came out of a television. (Weren't three of the young, off-screen victims killed in a car accident? Did one of them have a portable TV in the car?)
