Its not clear what you're asking. Are you talking about the cast listing on IMDb? Or about the credits on the show?
As a general rule, its about "day players" vs "recurring roles". The McCall character was a day player role, where Wolcott was recurring.

He was so good they brought him back to play another character later in the series, he played back mcall and Francis Walcott both
