OK, what we are talking about is something Andrey Illarionov - former adviser to Putin - dreamed up. He works for the Center for Global Liberty and Prosperity of the US libertarian think tank Cato Institute in Washington.
I couldn't find any information on why he left his government position in Russia. It is possible that he is a true believer in liberty. It is also very possible that he was unhappy with the cut he was getting because, believe it or not, Putin's regime is not about world domination - it's about making money. At least it most definitely was just about making money in the years when Illarionov worked for the V.
Illarionov's
proof
is a collection of handy quotes from various sources molded to fit his version of the events and while giving a bribe to a politician to get his way is 100% Putin I have doubts. So don't get excited - most likely this is another "Peegate".
