Why no narration this time around? Didn't they also have vets give testimonials back in 2010 when it first aired?

They did for the first episode or two for The Pacific.

I remember him doing voiceover in a lot more episodes when it first aired in 2010. He's listed as doing narration in six episodes on IMDB.
