Why wasn't Curtis arrested and jailed?

The sleazy Curtis never faced justice. He got away, with amongst other crimes, tax fraud, illegal gambling, payola, payments to the mob, child support, stealing Effie's song "One Night Only" and suppressing her version, contract fraud, and more. It seems to me he should be spending his days in jail. He also probably caused the suicide of Murphy's character as well. I'm surprised that a sequel was never written to take care of all the loose ends in this film.

Since they didn't press charges and bring it up to the police he was never officially arrested.
Also CC was in on some of the earlier illegal activities and would be arrested also.
By not going to the authorities Effie and company got their own record label and distribution of Effie's future music. If not they probably would have had to start at the beginning to get their music out there again.

I didn't get the indication Jimmyy Early killed himself, just an OD, could be wrong though, I have been before.
