I suggest you Google, "Bad Cops in movies" circa, 2000. Or something similar, that would get you to a list of movie suggestions. Then read the year it was released, before scanning the plot of the movie.
This is just a suggestion; but after 15 years, it might be worth a try. Good Luck! -

I can barely remember the movie but I think Tom Selleck was in a movie where he was framed . I think the movie is An Innocent Man. I really can't remember much of it..it came out in the 90s I think. Just checked came out in late 80's so perhaps not.

An Innocent Man (1989)
, he doesn't find the planted drugs, the cops succeed in framing him and he goes to jail. Most of the film revolves around his time in jail. So I think we can put that one to rest.
