Papermoney in the court scene (goof)

At the court scene a member of the jury gives some rolled paper money to another member (as a bribe I guess). In Europe paper money started to used in 19th century so this is a goof right?

They were not fiat "paper money" but most likely silver or gold certificates. Similar to this old USD note:
