Why is the Bye Bye Sky High I.O. Murder Case ranked so high?

One episode that seems to be well regarded as one of the best is The Bye Bye Sky High I.Q. Murder Case. But I saw it recently finally, and thought it was just an average episode, nothing more. Can anyone tell me why this one is regarded as one of the best usually?

It's more of a character study between the murderer and the detective, usually a cat and mouse chase that Columbo has to go on. It's about isolation and intellect and how one begets the other.
Also it's got a great cast.
But that's just my thoughts on it, it's been a long time since I last saw it.

I love Billy Connolly and had high hopes for it but that episode sucked balls almost as much as the Mon Uncle episode.
Sometimes it's clear that ****ty writers get to control the cart that everyone else is pushing.

Oh okay. I am watching the episodes now and almost at the Connoly one. It seems that the show takes a huge dive after season 7 though and most of them suck after so far, unless I am wrong?
Which episode is the Mon Uncle one?
