He apparently believes that if anyone can read someone's posts when he or she (the anyone) is signed out, then they haven't really blocked someone.
More importantly, he believes that if you block someone, there is no way you can read their posts….

I see it more as performative (sociological and existentialist). Your blocking someone shows up when you look at their profile. There's no other way to know if someone is actually blocking another person or not. So it's a public statement that you find the blockee loathsome/boring/intimidating/illiterate. So you can block, but also read the other's posts if you are so inclined.
