Using informal speech doesn't mean it's grammatically incorrect. Chicka's is just more acceptable in the formal setting. IMO it's probably just labeled as correct in formal writing so people are encouraged to use it that way in other settings and avoid confusion.
English grammar should not be this complicated and why I typically don't comment on people's grammar. As long as I understand what you're saying that's all that matters

In this case 'who' and 'she' are coreferent. With 'she' being the pronoun used in place of a proper noun.
Were you to replace 'she' with 'Chicka', it would read: "Chicka's grammar isn't that of someone that's achieved any level of higher education." That's grammatically incorrect.
The 'who' would be relative to

in this instance. When referring to a person it is grammatically correct to use 'who', when referring to an object it is correct to use 'that'.
