In this case 'who' and 'she' are coreferent. With 'she' being the pronoun used in place of a proper noun.
Were you to replace 'she' with 'Chicka', it would read: "Chicka's grammar isn't that of someone that's achieved any level of higher education." That's grammatically incorrect.
The 'who' would be relative to
me
in this instance. When referring to a person it is grammatically correct to use 'who', when referring to an object it is correct to use 'that'.

I think you, like so many others, wish that they could block him as a I did a year ago. Everything he says is just obnoxious noise. If Nimda wants to employ retards as his mods then he needs to give the people the opportunity to block them. I'm lucky that I spotted an opening.
Hopefully the next time Gameboy is arrested he gets thrown in the pits.

Strangely enough the build up to me taking a small break from here started with my reaction to the use of "retard" as an insult. I used to be more vocal in my objections but I've almost given up now as I'd spend half my time wagging my finger at 90% of the people here.
