in the promo it looks like the leader is a woman, which in the comics it is a woman

I doubt it. It makes no logical temporal sense for the Whisperers to appear now since Rick and the others
aren't nowhere near winning against the Saviors and capturing Negan. Negan helps them against the Whisperers after long months in captivity
, and I don't see it happening if that group was indeed the Whisperers. Plus, as most people have mentioned when they appeared to others they ALWAYS appeared like/among zombies and they wouldn't take off their disguise so easily.
What I'm thinking is that this may be a group of people Gabriel ran into, and they may be good guys who'll help Rick. Otherwise, maybe they're just old Savior members or people who've lost loved ones to the saviors and they'll fight alongside Rick. In general, it looked like something that's not in the comic books, either way. -

This.
There was way too high of a concentration of armed women for that to be any group other than Oceanside. I saw a couple of butch-looking people among the group, but nobody who definitively stood out as male to debunk that theory. -

I think it is a misdirect. Kind of how that group of survivors who temporarily recruited Daryl a few seasons ago until they tried to rape/kill Rick and Carl, everybody expected they were Saviors but they weren't.

That would be a pretty hard reach as a misdirect though. I mean, how many heavily-armed all-female groups can there be in that one area? The only reason Oceanside was all women is because the Saviors slaughtered all the men, so I guess it's possible there could be another, but it would be a reach.

if you watch it again you'll see that there's a bunch of males in that group. Interestingly they all have long hair.
Still only about 10% though, so maybe the Oceanside group has partnered up with another group allready. Maybe the producers just couldnt get enough women extras and thought we wouldnt notice

Were they very young? They said in the all-Tara episode that the grown men were slaughtered by the Saviors, but that there were male children still alive. -

The main theory is that it's the group that Gabriel took the food to and in turn will make an alliance with Rick and the group to fight the Saviors which sounds good to me. Especially after the king turning them down, that really bothered me when Morgan came away with his usual nonsense when they know fine there is no other way.
