Didn't he have an awesome life? Chillin out most of the time in his bachelor pad, banging peasant chicks, and when the call comes, blow some stuff up with state of the art weaponry.
    Bad Donkey.
Granted, he didn't handle power well. But most Neutral Evil characters don't.
His main problem was boredom. Society was too uneventful for a man of histastes.
So when an adversary worthy of a fight arose, he focused on it a bit too much. He didn't want Max to go away. He didn't really want to beat him.
He just wanted to feel alive for those moments while the fight lasted.

I think with all his high tech weapons he had a god complex. Hell against conventional weapons he kinda was a god. This must have took a toll on his mental health.

I read somewhere he was a former member of South Africa's 32 Battallion, "The Terrible Ones". Maybe that's why he was such a loony badass.

I totally agree. He was by far the best character.
Complete psychopath but hilarious and badass too. I just loved watching any scene he was in. And his thick south african accent makes him sound even more awesome.
"Pull it out! It's just a flesh wound boet!"
