Well, public housing was created by Government to provide affordable housing for the poor. Within a short period of time, the grounds are covered in trash, broken down vehicles and equipment.
The buildings are covered in gang signs and graffiti and the infrastructure has broken windows, stairs, doors, hallways, plumbing and HVAC. Worst is toxic levels of mold and lead, made worse by roaches, rats that disburse toxins throughout.
Gangs, drug dealers, users and prostitution control the majority good-willed people that Government abandoned. And this will happen EVERY TIME Government Aid completely REPLACES Personal Responsibility.
So, the housing that Government built is turned into DEATH TRAPS by its inhabitants in every, single case in the U.S.
So have you answered your own Question?

      We few, we happy few,
      We Band of Brothers" ~W.S.

The wealthy destroyed the earth, then left it in a virtually uninhabitable state. The poor just had to make the best of what they had been left with. That you believe it is poor people's fault amazes me. How many poor people build big factories that spew out pollution? Or cars? Or put too much packaging on stuff?
