You are right, those must have been the file agent Philips had in his possession. I was speculating on that, and that she could turn out to be danger to Hood because these files existed at the FBI.
That basically means she either came to Banshee knowing Hood is a criminal, or she found out shortly afterward.
So she basically came to Banshee knowing exactly who hood is (a criminal posing as a sheriff).
I am not exactly sure what it adds to the plot (if anything), other than the fact that during their dialogs, it was like playing a card game when you can see the opponents cards -

I think she did some digging when she arrived in Banshee, and then at/with the FBI itself.
It's easier to fool people than to convince them that they have been fooled. -

Deprived maybe, but still Some things are better left unknown.

Even if she had said "goodbye ____ it still would not have been his real name. Tropper has said that the name that Carrie knew him by was not his real name. She didn't know his real name. Not sure about Job though.
