The first 2 seasons were channel 4, but yes, this new season does feature a lot more American actors, and I can't recall a single regional British accent in there definitely made with a wider world audience in mind.

It was never a BBC show, the UK has more than one television broadcaster.
Black Mirror was originally broadcast on Channel 4 in the UK; but was made by an independent television company, Zeppotron who have subsequently sold the rights to Netflix.
The show is still produced by the same British team, but now has a bigger budget, and a focus towards the US audience. -

It was on Channel 4, NOT the BBC. Both very different entities especially in their programming. C4 is known for taking more risks so there's a chance the BBC would never have picked up Black Mirror. They have shown 'topical' shows featuring Charlie Brooker though such as 'Newswipe'.
